Introduction to BIS Certification in India

The Bureau of Indian Standards (BIS), referred to as BIS, according to the 1986 Indian Standards Agency Act (The BIS Act, 1986), the Indian Standards Bureau (BIS) is the competent authority for standardization and certification in India. It is specifically responsible for product certification and is the issuing agency for BIS certification. BIS has five regional bureaus and 19 sub-bureaus. Regional bureaus supervise corresponding sub-bureaus. Eight laboratories under BIS and some independent laboratories are responsible for sample testing during product certification process. These laboratories are operated according to ISO/IEC 17025.

Since BIS's predecessor, the Indian Standards Association (ISA), began product certification in 1955, the product certification in India has a history of 50 years. At present, BIS has issued more than 30,000 certificates of product certification, covering almost every industrial field such as agricultural products, textiles, electronics and so on.

In principle, product certification in India implements the principle of voluntary certification, aiming at providing quality assurance, safety and reliable products for the final consumers. However, considering factors such as public health and safety, national security, infrastructure needs and mass consumption, the Indian government has issued various statutory measures to compulsorily certify about 90 specific products, such as milk powder, cement, steel pipe, oil pressure furnace, multi-purpose dry batteries, medical X-ray diagnostic equipment, plastic bottles and bottles. Mineral water, bottled drinking water, steel and steel products, etc. All products, manufacturers or importers within the scope of compulsory certification products must first apply to BIS for certification of imported products. Customs releases the goods according to the certification certificate.

India's product certification basically implements the principle of voluntary certification, aiming to provide quality assurance, safe and reliable products for the final consumers. BIS product certification is mainly based on ISO Guide28, through the initial inspection and evaluation of the factory quality management system, the supervision of the factory quality management system after certification, and the testing of samples taken from factories and markets, to determine whether the products are in accordance with Indian standards.

BIS certification application process

1. Application: application to BIS.

2. Records: BIS accepts applications, examines application documents and materials, and records applications if procedures are complete.

3. Initial factory inspection: BIS will assign no more than two officers to inspect the factory. The applicant shall bear the expenses of travel, visa fees and corresponding inspection fees of the official delegation to the factory for inspection.

4. Testing: The applicant sends samples to the designated laboratory of BIS for testing.

5. Certificate issuance: If the initial inspection and test results are qualified, and the applicant agrees to carry out the BIS-approved inspection and test scheme after certification and pays the BIS identification fee, a certificate can be issued to the applicant. The certificate is valid for one year. After the certificate is granted, the Licensee shall pay the identification fee and the annual certificate fee every year.

6. Supervision after certification: BIS supervises the quality of its certified products by routine supervision of licensees and surprise inspection and testing of samples in factories and markets. Certificates can be updated if periodic inspections are carried out and the samples taken from the factory or market meet the requirements of the factory inspection and independent test results. The licensee submits an application for renewal to BIS by submitting a designated form. The renewal fee is 500 Indian rupees. The licensee also has to bear the cost of sample inspection.
