The application of surface oil to cold rolled steel sheet is meant to supply protection from corrosion ("rusting") during shipment and warehousing. Because cold rolled steel sheet is susceptible to rusting, standard practice is to use a rust-preventative oil at the exit end of the temper mill (the last processing step).
