Description
In order to strengthen market supervision, SON will implement the new system on April 1, 2013. The new system requires that exporters no longer apply for a SONCAP certificate for each shipment, but instead apply for a COC certificate (Certificate of Conformity). Exporters choose certification solutions according to their own circumstances, obtain different PC (Product Certificate) certificates, and apply for COC certificates based on the PC certificate. After obtaining the COC, provide it to the importer to apply for SC (SONCAP Certification). SC is applied directly by the importer at the local SONCAP agency. In addition, on-site sampling testing, inspection and installation supervision are required according to the risk category of the product.
SONCAP’s new solution includes 3 certification pathways:
1. Option A: For unregistered or unlicensed products, suitable for customers with occasional shipments or an uncertain number of shipments in a year.
Issue PC1 certificate. The certificate is valid for 6 months and can only be used once. There are no requirements for certificate holders. No factory inspection required. Each shipment requires 100% inspection rate.
2. Option B: For registered products, suitable for customers with high shipping frequency.
Issue PC2 certificate. The certificate is valid for 1 year and has no limit on the number of times it can be used. There are no requirements for certificate holders. Factory inspection is required (submit ISO9000/CIG023 to be exempted from factory inspection). Each shipment requires a 40% inspection rate.
3. Option C: For licensed products, suitable for customers with high shipping frequency and large volume.
Issue PC3 certificate. The certificate is valid for 1 year and has no limit on the number of times it can be used. Can only be applied for by the manufacturer. Factory inspection and annual review are required (mandatory, no exemption). Inspection every six months.
