Saber Certification,What is Saber Certification?

1. What is Saber certification?
"Saber Certification" is a new online application system launched by SASO. Saber is actually a network tool used for product registration, issuance and obtaining compliance COC certificates.

2. When was Saber certification implemented?
Saber has been gradually implemented by Saudi Technical Regulations (TR) since January 2019, and the transition was completed in February 2020. All regulated product importers must register their products in the Saber system and obtain a certificate of compliance after passing the audit so that the products can be cleared smoothly.

3. How to judge whether to do Saber certification?
"Saber certification" divides all products entering Saudi Arabia into high, medium and low according to risk categories. Different certification methods are required according to risk categories. So, how to determine the product category? Highlights:

1. Provide: product name + (Saudi Arabia) customs code
2. Inquiry: Enter the Saudi Saber official website to inquire. We will give you the most suitable certification plan and suggestions based on the inquiry results.
After querying the Saudi website, there will be a query result, but what does it mean and what should I do? Here we focus on the two most common authentication methods:

1. Query results: Supplier Conformity Declaration (Supplier Conformity Statement)
1) Certification method: If this result occurs, just register and apply for the SCOC certificate, which is the "Shipment Conformity certificate for imported products". With it, it means that your products are allowed to enter. Saudi market.

2) Authentication process: Provide "Saudi account password + commercial invoice + product pictures", and leave the rest to us.

3) Regarding Saudi account number and password: Under the current Saber authentication system, Saudi customers who want to conduct import and export trade need to open a trading account on the Saudi Saber system. All subsequent product authentications are completed on this account. Therefore, just let Saudi customers provide the Saudi account and password.

2. Query results: COC CertificateOR QM Certificate (COC certificate or QM certificate)
1) Certification method: If this is the result, you need to apply for the following two certificates—

PC certificate: Certificate of conformity for regulated products (certificate of conformity for regulated products)

SC certificate: Shipment Conformity certificate for imported products (certificate of shipment of imported products)

2) Certification process: Importer Saber account opening—PC registration—Test report—PC certification—Delivery—SC certification

3) Special reminder: Unless it is extremely urgent, you must first prepare the PC certificate before shipping to avoid dilemma and greater losses after the goods arrive at the destination port.
5. Does Saber certification require factory inspection or product inspection?

1. We only produce SCOC registered products, no factory inspection or goods inspection is required, just submit the information;

2. For PCOC certificate + SCOC certificate products, generally low-risk products do not require factory inspection and inspection, but samples need to be provided for product testing. At the same time, some strictly controlled products, such as building materials, ceramics, food contact, amusement equipment, infant products, etc., need to undergo factory inspections, and sufficient time must be reserved.

6. What materials are required for Saber certification?

For general products to undergo Saber certification, just provide a Saudi account and password, product information, commercial invoice, etc. Contact our Saber certification person in charge, and we will also provide specific full-process guidance and operations such as application forms, labels, and box marks.

7. How much does Saber certification cost?

The Saber certification fee consists of two parts: the Saudi currency that Saudi customers need to pay, which is mainly the product information registration fee, which is collected directly by the Saudi Saber system; the RMB that the exporter needs to pay, mainly the Saber certificate fee and some service fees. The specific cost needs to be evaluated and quoted by the engineer based on the actual product.

8. How long is the Saber certification cycle?

1. PCOC certificate: It will take about 5 working days to issue the certificate if the general information is complete (about 15 working days for factory inspection products);

2. SCOC certificate: After submitting the information, the certificate will be issued in 1-2 working days.

9. How long are the validity periods of PCOC certificates and SCOC certificates?

1. PCOC certificate: valid for 1 year. (If the same buyer ships the same product name within one year, he or she can use the same PC certificate.)

2.SCOC certificate: one vote, one certificate. (Just like our usual air tickets to go abroad, we need to buy them once every time we go abroad.)
