Starting from June 1, 2021, the Chinese version of "REACH": GB/T 39498-2020 "Guidelines for the Control of the Use of Key Chemical Substances in Consumer Products" will be officially implemented. China REACH applies to the control of the use of key chemical substances in consumer products.

The definition of consumer goods in this standard is: products designed and produced for but not limited to personal use, including product components, parts, accessories, packaging and instructions for use. Mainly include: toys, children's products, electronic and electrical products, jewelry products, household cleaning agents, paints, coatings, adhesives, textiles, leather products, plastic materials, thermometers, cement, etc. But it does not include: food, medicine, cosmetics, tobacco, special equipment, aircraft, ships, military products and other products specially regulated by the government.

China REACH applies to the control of the use of key chemical substances in consumer products, refer to the EU REACH regulations, RoHS directive, POPs regulations, 2009/48/EC Toy Directive, EN71-9 Toy Safety - Part 9: Organic Compounds, EN71-12 N- The restriction requirements of standards such as nitrosamines and N-nitroso compounds, ISO14184-1 textile formaldehyde and Oeko-tex leather, etc., propose restrictions on key chemical substances in my country's consumer products. That is to say, a total of 117 chemical substances such as heavy metals, benzene, toluene, formaldehyde, plasticizers, bisphenol A, phenol, PAHs, amines, and dyes need to be controlled in consumer products.

Is the Restrictive Requirements, dubbed the "Chinese version of REACH", really a replica of the EU version of REACH? The answer is obviously no. Because the "Restrictive Requirements" are very different from the EU REACH, they mainly include the following aspects:
The "Restrictive Requirements" do not have the requirements for registration, evaluation, authorization, notification, etc. of chemical substances in EU REACH, but only stipulate the requirements for the prohibited and restricted use of chemical substances.
The "Restriction Requirements" target harmful chemical substances related to consumer products, while the EU REACH targets all chemicals and their products in the EU market.
The "Restriction Requirements" are a summary and integration of the substance restriction requirements in existing standards or regulations, and there is no overlap between EU REACH and other EU regulations and standards.
The order of substances in the "Restrictive Requirements" is generally in the order from simple to complex, such as heavy metals, alkanes, alkyl halides, alkenes, etc., while the substances in EU REACH are naturally generated in the order of proposal and adoption of the restriction requirements.
The "Restriction Requirements" are open to new chemicals or consumer products, and you can refer to the restriction requirements of existing similar products. However, EU REACH does not have such special instructions.

The requirements of national economic development for standards, the requirements for new consumption to lead consumer products to improve quality standards, and the requirements for integration with international standards;

Consumption upgrading has put forward new requirements for consumer product standards, paying more attention to green safety and high-end quality;

Chemical hazards in consumer products are an important factor leading to frequent product recall notifications in my country. Many of the reasons are due to the lack of standards for relevant chemical safety hazards in our country. The promulgation and implementation of this standard can, on the one hand, standardize enterprises. Production provides a strong technical basis, and also enables new consumer goods that do not yet have standards to be produced accordingly.
