1. Embroidered backing fabric
"Base lining" is Embroidery backing fabric, which a special material (usually non-woven fabric), made by technics of air-laid. Usually used to place under the embroidery interlining to make the fabric more stable, and make the displayed pattern more compact and more 3D, second cloth surface is smooth and even without wrinkles.
